The Inspector General of Police, Gen Kale Kayihura, has suspended seven police officers from Kawempe Police Station for alleged unlawful arrest of a civilian in Nakasongola District.

The implicated officers arrested Mr Disan Musisi, a civilian, in Nakasongola and took him to Kawempe Police Station on orders of Ms Ruth Katusiime, the Kawempe CID boss, without notifying the local leaders or Nakasongola District police commander DPC)w, Mr Michael Kasigire.

Mr Musisi was reportedly arrested last week at Wabigalo village in Nakasongola Town Council. Musisi and his siblings are said to have been wrangling over land which belonged to their late father Yerusam Muwonge.

His arrest was brought to Gen Kayihura’s attention by Nakasongola District chairman Sam Kigula on Monday during a workshop for regional police commanders, division and district police commanders and local leaders.

In response, Gen Kayihura on Tuesday suspended the police officers and instructed Police Standards Unit (PSU) to investigate their conduct and give him a report within two weeks.

The PSU commander, Mr Fortunate Habyara, on Wednesday confirmed the investigations had started. “True, the IGP asked me to investigate the officers and we have already started our work,” he said.

Gen Kayihura suspended the officers on account of overstepping their mandate by carrying out arrests beyond their area of operation.

“The officers also fired teargas and live bullets after residents besieged them questioning the operation without local authority,” Mr Kugula reportedly told Gen Kayihura during the workshop.

Mr Kigula condemned the officers’ brutality while arresting an unarmed civilian and requested Gen Kayihura to take action against all officers involved in the operation. Mr Kasigire told the IGP that he was not notified about the arrest. He said he had also complained to Kawempe DPC and Kampala Metropolitan Commanders who promised to take action against all culpable officers.

Mr Ronald Wotwali, Kawempe DPC, denied culpability, saying he did not participate in the operation and that the arrest was done on orders of CID boss Ms Katusiime.
Mr Wotwali, however, told the IGP that Musisi’s arrest had nothing to do with a land dispute in Nakasongola but a case of obtaining money by false pretence which was filed at Kawempe Police Station.
