I would like to request the Kampala Capital City Authority (KCCA) leadership to consider creating a licence category for food vendors at the New Taxi Park.

Although there is a law that outlaws vending of merchandise in the city, that law is abused by the KCCA law enforcement officers in the New Taxi Park, who selectively enforce it when it is convenient and when it offers quick returns to themselves.

This is not to mention the fact that the officers lack the moral authority to enforce it since they too have their food vended to their office booths in the park.

It is said necessity is the mother of all invention. The method of food distribution used by food vendors at the park is nothing short of an innovation as the nature of work of majority of their customers - taxi drivers, taxi touts, and some passengers - does not accord them ample time to leave their work stations, sit down and have a meal yet they must eat and drink.

It will be in the best interest of all parties if KCCA created a licence category of food vendors at the New Tax Park so that the law enforcers stop harassing and stealing from food vendors their hard-earned money in the name of law enforcement. This will also see an increase in KCCA’s revenue collection.
